(iii) Claims for grant may include the cost of the free
meal and the nett overhead charges, after taking into
account the share of overheads covered by food paid for.
They may also include the cost, together with the relative
appropriate overhead charges, of free issues of simple
rations sent out to squads or parties working for long hours
or under raid conditions away from the Depots."
Communal Feeding for School Children:
The following extract from the Board of Education Circular
1484 of 21st Nov., 1939, gives instruction on the setting up of
communal kitchens for school children: —
" As regards the finance of communal feeding arrange-
ments, Authorities will be aware that no expenditure on the
provision of meals for evacuated children will fall on the
receiving authority. It is contemplated that the cost of
equipment, service, small adaptations to existing buildings,
and other overhead charges, in so far as they are not met
by voluntary bodies, will be regarded as evacuation expen-
diture and will be met by the Government. The price to be
paid for the meal should accordingly be fixed so as to cover
the cost of food.
" The Local Education Authority will probably find it
convenient to secure, either through the teachers or with the
co-operation of the local reception authority, that the house-
holders on whom the children attending the school are
billeted, are informed of the proposed arrangements and the
cost of the meals, and invited to take advantage of the
system and thereby relieve themselves of the obligation to
provide mid-day meals for the children under their care.
The billeting fees received by the householders are payable
in advance, and it is reasonable to call on them to furnish
the child with the necessary money for the week's meals at
the beginning of the school week. It should be made clear
that in any event the money must be paid in advance."

Rationing:
All Canteens and Communal Kitchens must be registered as
Catering Establishments. Application for this purpose should
be made to the Local Food Control Committee, who will supply
the necessary forms and give full information. These Com-
mittees are usually located in the offices of the Local Authority.
Note.—The recommendations contained in this booklet have
been drawn up in the light of present knowledge of articles
suggested for rationing.
